THE STATE AND GOVERNMENT

State can be defined as a political organization of society or the body politic and institution of government. The state consists, most broadly, of the agreement of the individual on the means whereby disputes are settled in the form of laws. State maintains a monopoly on the legitimate use of force within a certain geographical territory.
According to Oxford English Dictionary, a state is an organized political community under one government.
A State is governed by a person which is usually the head and direct what should take place in the State. There are many officials who also take part in the leadership of the state which are, Deputy to the Governor, commissioners, House of Representatives, House of Assemblies etc. All these people work towards the improvement and Development of the State.
States are classified by political philosophers as Sovereign if they are not dependent on, or subject to any other power or state. Other States are subject to external Sovereignty or hegemony where ultimate sovereignty lies in another state. Many states are federated States which participate in Federal union. A federated state is a territorial and constitutional community forming part of a federation. In a state, there are many Local Government Areas which make up a particular state which are headed by a Chairman. Leadership in the State are divided which made it easier to be governed and also achieve the aim of the State.
A State can be distinguished from a government. The government is the particular group of people, the administrative that controls the state at a given power is employed. State are served by continuous succession of different Government. States are immaterial and nonphysical social objects, whereas government are group of people with certain powers. Each successive government is composed of a specialized and privileged body of individuals, who monopolize political decision- making, and are separated by states and organization from population as a whole.
The State is possessed of peculiar attributes which enable it to perform its function;
State has the power of life and death over all associations no less than over persons because of its right to make war and peace.
It settles political disputes by force
It alone can make rules of universal application
It also establish rights and obligations
It defines the areas and limits of subordinate powers
It regulates and coordinate the work of other association
Defining the rights and obligations of citizenship
State functions do not depend on the path by which the system arrived at its present state. A state function describes the equilibrium state of a system and thus describes the type of system. Each state possesses its own constitution outlining the state’s responsibilities. A State government helps its members relate to one another and to others, and keep it running smoothly, securely and peacefully.
